Are teams under performing at the World Cup because of pressure or are they really not very good?

I think players have too much focus on them so they can’t relax and enjoy what they do. Sometimes I also think we might be wanting too much from them, after all are England really the best team in the world compared to Brazil, Argentina and Spain?
